This document attempts to conceptually and methodologically describe the way to assess the threat, vulnerability and risk in order to provide information to prevent and avoid tragedies to people in affected areas. Reflect on the level of resolution or detail that must be taken into account in the preparation of instruments such as maps, which will be used for decision-making within the territorial planning process.
It relates the scope of the evaluator's appreciation and the resolution of the planning instrument to the level of risk that the authorities and society consider "acceptable" to define mitigation measures, their efficiency and their order of priorities; and finally, it speculates about the possible legal implications of the evaluator's assessments, depending on their competence at each stage.
