Soil Usage Plan in Beni: An analysis From Public Policy

Abstract

The radical change in the agrarian politics of the Department of Beni, Bolivia, consisted of the shift in  politics of the use of the soil stated by Supreme Decree  No 3973 of 2019. Such a document authorized the  clearance and controlled burn down of the forest for  transforming it in agricultural lands, with the objective  of achieving an accelerated economic growth by  incrementing the production scale to potential  industrial levels. For such purpose, it was designed a  Soil Usage Plan (PLUS) to diagnose and zone out the  lands according to its physical-chemical properties and  development vision. The PLUS is analyzed from the  perspective of political science using the category of  Public Policy, and its interpretation supported on other  social disciplines. The PLUS Beni shows an essentially  economicist profile, in favor of private enterprise and  less amicable with the environment, the indigenous  people and farmers.
